Any way you look at this it's an ugly situation. My solution for the past couple of years has been this - when lender B calls wanting a copy of the report done for lender A, I tell them their customer needs to contact the original lender and have that lender fax me a signed release written on lender A's letterhead, and lender B needs to send me an order. If I receive those two, I will change the name (for a small fee). That puts it in the ballpark of the customer, and if the customer is the one contacting the owner I am not violating anyone's confidentiality.
I have to admit though that I still feel uneasy about this concerning USPAP standards. I'd rather not do these at all.
