I just wouldn't certify to anything on the foundation. I am already certifying for more than I want to. When I did the 1004d, I would check yes box and attach the contractor's letter.
I always give my little history with the subject on the 1004D.
"The appraiser completed an appraisal on the property referenced above with an effective date of 11/01/2024. The prior appraisal report was completed subject to the following repairs being completed:
1. *********
2. **********
3. ********etc.
An inspection was performed on xx/xx/2024 that revealed the repairs had been completed with quality materials and in a workman like manner."
On this one, I would add "please see attached letter or report from the contractor that inspected the foundation." The lender would get me that report or letter from a qualified professional.
I would probably add: |"The appraiser is not a foundation expert".
Foundation issues can be some of the most expensive items to repair. The professionals that do foundations have insurance similar to our E&O insurance that guarantees their work for a certain amount of time.
