I'm talking about... the 175 pg document titled 'FHA SFR Appraising- Handbook 4000.1', which appraisers rely on for guidance. That's what I'm talking about. There is a HUGE difference.
Apraiser Reporting states missing handrails that do not pose a threat to safety is considered cosmetic. Does not indicate a distance requirement. Appraiser judgment.
Default Servicing requires lenders to install or repair handrails when the distance from the finished floor to the ground surface is greater than 18 inches.
FHA 4000.1 covers everything related to lenders and appraisers for FHA loans.
There is only One current and official 4000.1, there are not different versions for lenders and appraisers.
Within the 4000.1 in the appraiser section, basically says missing handrails that do not pose a threat to safety are cosmetic and it is the appraisers judgement.
Within the 4000.1 in the REO/Foreclosure/Default section, basically says the lender must install a handrail for distance greater than 18 inches. For Default Servicing.
These are different requirements. If you look at my postings you will see I never stated the appraiser must require a handrail at any height.
