As a former Chicagoan, I used to do appraisals in the Chicago area until Illinois became a mandatory state. Whenever a developer crowed about his TIF benefits for his unbuilt project, I would wonder why he didn't have anything better to brag about. If the project is not feasible to begin with, TIF becomes irrelevant.
