Do trainees need to sign reports for licensure?

Hi guys,

I've been a trainee for about a year now, I'm 700 hours into the 1000 hour req. for MI licensed appraisers and I have 2 classes left on McKissock. So far, I haven't signed any of the reports I've worked on and I'm having a hard time finding info on LARA or TAF websites about whether or not I need to sign reports and have my supervisor sign them as well. Will I be eligible to take the state exam if I haven't signed any reports? How many reports do I need to sign to be eligible for state licensure?

My supervisor might also be hesitant to allow me to sign reports because he says AMCs/lenders he works with have a preference towards fully licensed/certified appraisers. How should I work around that? If I need to sign reports and I can't sign any with my supervisor, how can I become licensed?
 
Perhaps a MI person can be more exact. I'll address what I have learned being multi-state licensed.

That is state-specific; In some states anyone signing or providing substantial assistance to real property valuations, particularly for residential mortgage financing transactions, must be licensed.

To answer that exact question: You may just need to be noted in the certification section with your contribution. Ask your state board. This is one of the items many of the supervisory/trainee courses address. Some states require those prior to gaining hours.

In Michigan a Trainee does not need to sign the report in order to obtain credit for the hours they worked on the report. Your name, license number and what aspects of the report you provided a significant contribution to needs to be included in the report.

Ok cool. I've been including this comment in the additional comments section of all the reports I work on:
"As required by Standard Rule 2-3 of the Uniform Standard of Professional Appraisal Practice, the following information is provided. Rule 2-3 requires the disclosure of assistance provided to the person signing the report. During the preparation of this report, (name and license # redacted), provided significant assistance to the undersigned. They assisted in inspecting the subject property, in the gathering, analyzing and entering of relevant data, and in developing the indicated value. However, the undersigned assumes all responsibility for the report and its contents."
 
Not in mine -And most lenders will not accept a report signed by the trainee. Contact you States Board each one is different.
 
You might want to be explicit about what you did and how many hours you worked on it. At least in the work file.
 
Here is what I have included in the Limiting Conditions section as an Acknowledgement right below the Legal Requirement language about appraisers being licensed and regulated by the Mich Dept of LARA. (Name & # removed) "has provided significant professional assistance in the completion of the following; contact and communication with the client, contact and communication with the subject owner/borrower, all phases of property inspection, taking descriptive photographs, reviewing zoning, reviewing and selecting of the comparables, all aspects in the preparation of the final report, etc." Of course you can modify the assistance provided as need be.

Then in the Certification Statement I include a bullet point that states "Except as disclosed in detail elsewhere in this report, no one provided significant real property appraisal assistance to the person(s) signing this certification." and then under a separate bullet point I include (Name removed) "has made an inspection of the subject property and contributed significantly to the preparation of this report. See Limiting Conditions."
