For lending purposes, no.

For legal purposes and some redevelopment scenarios, where access is not possible, yes. In those scenarios I can spell out the appropriate assumptions and/or hypothetical conditions, without restriction.

idk, clarify it with your client...I used to write if condition or defects are found present which were not known by appraiser , then the appraisal value would not be reliable and a new one would be recommended.
We have to trust a client we are working with too. If a client or situation makes you uncomfortable than dont' do it...
 
So it's about my 'feelings' and level of trust of client? At what point is USPAP and lending guidelines kick in?
 
Caveat: I don't do any field work at all currently. That said: and agency guidelines aside - if, based on exterior observation, I had reasonable basis to rely on an EA, it wouldn't preclude me from performing that level of service. If, however, the exterior of the home didn't give me a fairly certain indication of what the interior might look like, I would require some level of documentation of the interior condition of the improvements.

For the sake of this hypothetical argument, the lender did not offer any prior appraisals, photographs, permission to contact the owner, no prior MLS, etc. The only basis they wanted the driveby done on, were two exterior photos that are accessible via the county property appraiser website. That's it. So please, lets stop adding all kinds of potential 'what if's'. It's a straight-forward question.
you are doing an 'extraordinary assumption' as to the condition, that comment is added protection, plus needed for USPAP. c4 at best unless it is newer dwelling. that is my path when i get them, but not many. also, which 'market value' definition are they asking for, which does affect concessions.
