(Unless there's an actual disability)No doubt. Plutocracy cannot be defeated at the local level, though. It has to be defeated at the national level. Both parties consist of nothing but swamp infested crooks whose desire is to bleed the country dry. One party does it by increasing the wealth of the top 1% of America and the other party does it by decreasing the wealth of the bottom 75% (through increased taxation and inflation). The only choices available to the voting public at this time are to kill the country quickly or kill it slowly. Either way - both parties are driving the country into becoming a memory.
If someone's kid isn't reading at grade level in 3rd grade then that's the parent's fault. Not the school. Even the non-english speaking parents have the ability to get that kid to school and make them do the work. If they're not doing the work then there's nothing any school or any teacher can do to compensate for that.
The 5yr old family member who is playing in the other room didn't make it into kindergarden this year but he's already doing 4-function math in his head and can sound out words he doesn't yet know the meaning of. All our kids and grands knew how to read before they stepped foot into the daytime detention centers we laughingly refer to as "school". It didn't take that much effort on our part, just a little attention and support for it.
