If your an engineer, or willing to act as one, there is probably no need. However, a compliant foundation is and MPR, and if you don't complete the appraisal subject to an Engineer's cert, you are certifying that the foundation meets the requirements. Having waded through those once in the past, I don't intend to take on that liability for any price.

Affirmative. Its in the guidelines. Every time. Consult the Handbook.

Where did you get that idea? Nothing in the handbook would support your statement.
 
If it is 'permanent' then I assume it is permanent...

(ii) PFGMH Certification

The Mortgagee must obtain a certification by an engineer or architect, who is licensed/registered in the state where the Manufactured Home is located, attesting to compliance with the PFGMH.
The Mortgagee may obtain a copy of the foundation certification from a previous FHA-insured Mortgage, showing that the foundation met the guidelines published in the PFGMH that were in effect at the time of certification, provided there are no alterations and/or observable damage to the foundation since the original certification.

All my mortgagee clients know I'm going to require an engineer's foundation certificate on every assignment because I know they're going to have to get one anyway. Makes for a real easy decision.

As Sputnum said, You are not a mortgagee. You are an appraiser. Look in the appraiser section of the 4000.1 and read it.

I'm going repost what the OP posted. Read it and then get back to me. I don't know how many FHA appraisals you have been doing on manufactured homes in the last decade but apparently you have been doing every one of them wrong.

The Appraiser must examine the foundation for readily observable evidence of safety or
structural deficiencies that may require repair. If a deficiency is noted, the Appraiser must
describe the nature of the deficiency and report necessary repairs, alterations or required
inspections in the appraisal where physical deficiencies or adverse conditions are reported.
For Manufactured Housing, the appraisal must be conditioned upon the certification of an
engineer or architect that the foundation is in compliance with the Permanent Foundations
Guide for Manufactured Housing (PFGM)
