Nothing changed. What FHA tried to do was clarify the protocols for those who refuse to read them. And now those who still refuse to read the protocols think a press release by the NAR is a "get out of reporting and observing" appliances card.So appraisers complain about these idiot expectations from day #1, and nothing gets done. NAR complains about these idiot expectations when they start affecting their sales, and the FHA listens.
"Appliances that are to remain and that contribute to the market value opinion must be operational." If you can confirm that without turning them on go ahead and disclose that in the report.Could someone could paste FHA guidelines that states "turn on" appliances? I will be waiting
