FHA And Applicances (10/5/16)

I do not know how appraisers get off the subject so fast. I thought the OP referenced we did not have to observe or turn on appliances?? How did we get to the difference between an observation and testing. It is plain & simple, you turn on the appliance and report if the appliance is working. HOW HARD IS THAT???????????????
 
So appraisers complain about these idiot expectations from day #1, and nothing gets done. NAR complains about these idiot expectations when they start affecting their sales, and the FHA listens.

Too bad appraisers don't realize the value of having a professional organization.

Appliances break every day. Turning on an appliance does not impact value. We are appraisers, not inspectors.

Nothing changed. What FHA tried to do was clarify the protocols for those who refuse to read them. And now those who still refuse to read the protocols think a press release by the NAR is a "get out of reporting and observing" appliances card.

"Appliances that are to remain and that contribute to the market value opinion must be operational." If you can confirm that without turning them on go ahead and disclose that in the report.

"The current language in the Handbook states, “The Appraiser must note appliances present in the house at the time of observation and indicate whether that appliance is considered Personal Property or Real Property. The Appraiser must operate all conveyed appliances and observe their performance. The Appraiser must notify the Mortgagee of the deficiency of MPR or MPS if any conveyed appliances are inoperable.”
 
Again it doesn't just state "turn on".

Sounds like Bafoon Frank before the crisis.

It is good to see FHA with an increasing balance sheet. For profit only.

All is well, the appliances turn on and no bailout needed this year.
