I did an FHA appraisal a few years back where a house with vinyl siding had extensive hail damage to the siding. Water was penetrating the exterior wall. I made the report subject to the vinyl siding being repaired or replaced. The borrower's covered every hole with duct tape. It almost matched the color of the siding. I would not sign off on the 1004d final. They ended up replacing all of the siding.
