Final Inspection for another appraiser's FHA report

I am doing an FHA final for a bank because the other appraiser is out of town. One final was done but two of the repairs were not completed. Do I need the original report, or will the 1004D and addendum with explanation (detailed) from the other appraiser suffice?
 
Normally you need the other report to fill out the info on 1004-D as to original date done etc.

How do you know if the repairs were complete based on the original reports conditions if you do not have the original report. I also wouldn't give any verbiage about the subject meeting FHA minimum property standards as you did not do a full inspection for that and is outside of your scope of work.
 
You'll need a copy of the OA - both for your work-file, and to understand the repair requirements presented.

And that is why one should never do a final, especially for FHA, because often the lender will require that statement in the 1004-D. But like you said, how do you know? All you can state is what you see, you certainly do NOT want to be attesting to meeting 4000.1 guidelines. But then they will want to make you say just that. Bad setup for the appraiser.

If that happens, I would gently push back stating you did not do original inspection/report and can only attest to the specific line items you are observing now. For the fee and 1004-D provides, its not worth risking your license or FHA status over.
 
i learned a long time ago, don't do someone else's 1004d, unless it's your favorite client. and get the list off of the report. don't trust a verbal list.
 
THANK YOU ALL FOR YOUR COMMENTS! I DO HAVE THE ORIGINAL APPRAISAL, BUT I WILL BE ABLE TO COVER ALL QUESTIONS AND WILL DEFINITELY NOT SAY THAT THE HOME HAS MET FHA GUIDELINES. I ACTALLY HAVE A GREAT REALTOR I AM DEALING WITH WHO IS COOPERATING TREMENDOUSLY. I APPRECIATE ALL THE VALUABLE INPUT

I will typically say the home meets FHA guidelines, providing all of the condtions of the OA have been met. You are saying yes this repair was completed, and please refer to the OA to know if the home now meets FHA guidelines.
 
When the appraiser checked the repair box that normally means its subject to repairs being completed and then it will meet FHA MPR.
