Many times the borrower refis from a contruction loan to a permanent loan and 1004D is not required. And sometimes the lender just doesn't get one.

Many times I get a request for a 1004D on a property I didn't appraise, every time I turn it down and I am well aware that sometimes the lender just doesn't get one and that many times a 1004D is not required, but thanks for reiterating that to me.

Just responding to your comment about not getting new construction 1004D's. It has also been my experience that some (one) AMC will rotate out the 1004D's like its a regular assignment.
