The builder lived here. He went nuts, schizophrenia, seriously. Made some bizarre decisions. Ended when he got a canoe and tied an anchor to his leg, and the other end to the canoe and jumped overboard...at least they found him quick. Sad case. He built this shallow garage so his master bedroom would be bigger and the assessor would take the house as smaller GLA than it was. I appraised it for him when he was already somewhat out of it. He was asleep and didn't wake while his wife showed me around.
Some of the newer tract homes in this area have 2-car garages that measure 18' x 19'. What a joke. I've also seen 9'x 20' single on some older homes. The homes keep selling so they seem to be accepted in the market.
I'm unaware of any code or building standard for garage sizes.
