Couldn't the siding wall be considered "panelled walls" and does it fall under "etc"?

That would depend on how your market reacts to vinyl siding for interior walls. Even my rural backwoods market would consider it substandard at the very least. No agent or buyer would be upset that it wasn't considered the same as interior finished space.
