As far as USPAP, I would imagine the framers didn't think they had to add in 2+2=4 either, or the definition of occupancy, or what is fee simple, or a host of other matters which are regularly asked and agrued about on this board. Maybe they should have.

If there's anything that we should learn from Fannie Mae's recent moves, it's that we don't count for jack. As appraisers we control very little. I would like to think that the reason AVMs haven't totally ran us over yet is because some of us still pop a tape or laser and actually take real live photos. Accepting assessors sketches and MLS photos as the industry standard gives us less to do. If I didn't have to measure or take photos I'd never have to leave my office. And don't say that an appraisers "visual inspection" is better than anyone else’s. Just look at the uproar Fannie has caused with her new forms. And just in case anyone has their head in the sand, AVMs coupled with BPOs are well accepted by the lending industry, whether we like it or not.

Some say it's all about SOW. Well it looks like we're very close to scoping our industry out of existence.

Oh, and BTW, no one slammed anyone other than Skippy for using the assessors sketch. Most agree, and so do I, that it is a useful tool.

Please show me where not having the ability to correctly measure a home is not a competency issue per USPAP or intentionally mis-measuring a home is not against the ethics clause in USPAP.

If your assignment from your client requires you to measure the home, then you must be competent in the ability to complete this assignment or disclose this inability to your client. Doesn't it say something about that in USPAP?

If you intentionally mis-measure a home, you are violating ethics. I believe that would fall under USPAP.

Would you care to debate further?
 
I don't think fannie mae or HUD say anything about actually measuring the house. They just direct us to "enter A building sketch showing the Gross Living Area Above Grade including all exterior dimensions of the house..."

I would feel like a moron if I didn't actually measure though.
 
Sanctions from the TALCB:

(5) USPAP, SR1-4(B)(ii) & 2-2(B)(ix). The use of the incorrect living area square feet resulted in the a Cost Approach that was not credible.

(7) USPAP, SR 1-1(a) & 1-4 (B). The appraiser utilized the incorrect living area, an incorrect Economic Life, and provided no land sales to support the site value.

(11) USPAP SR 1-1(B). Substantial errors of commission and omission were committed by utilizing incorrect site size, living area size, Economic Life, and omitting several physical features of the comparable sales, thus producing a misleading report.

(2) USPAP, SR1-2(e)(i) & 2-2(B)(iii). The appraisers did not accurately report the improvements physical characteristics


No, they were not required to measure the home, but by not measuring correctly or using incorrect data by not verify living area, they violated USPAP.

1. Ethics Rule. Communicated a misleading appraisal report by failing to disclose the house contained an unfinished second floor.

12. SR 1-1(a). Due to incorrect methods and techniques used, the report was deemed not credible.
