How strict are you when performing FHA appraisal inspections

I am posting Home Inspection Law in PA, I have no need to call anyone. FHA protocol is an overreach no matter how many times I include the "Get A Home Inspection" in my reports. I am not ignorant of the law as I have posted it for information purposes.


The appraiser is not a Licensed Pennsylvania Home Inspector and only makes observations as to evidence of deterioration per FHA 4000.1 guidelines.

"Home inspection" means the examination and evaluation of the exterior and interior components of residential real property, which includes the inspection of any 2 or more of the following components of residential real property in connection with or to facilitate the sale, lease, or other conveyance of, or the proposed sale, lease or other conveyance of, residential real property:
(1) heating, ventilation, and air conditioning system;
(2) plumbing system;
(3) electrical system;
(4) structural composition;
(5) foundation;
(6) roof;
(7) masonry structure; or
(8) any other residential real property component as established by rule.

It is illegal for a person, including an entity, to act, engage, develop, practice or advertise as a home inspector without a proper home inspector license issued under the Pennsylvania Home Inspector License Act.

I don't want the hammer to fall on me Rex, please tell me how I am dead wrong. I respect your opinion.

You don't post what the PA Home Inspection board requires when performing a Home Inspection. An FHA Appraisal "Inspection" does not come close to the level of a Home Inspection.

I agree Rex, an FHA "Inspection" does not come close to the level of a Home Inspection. But, respectfully, if you read what I posted regarding what my state considers a "Home Inspection" we are actually crossing the line. I add the "Get a Home Inspection" to every FHA appraisal. Not something I'm going to debate any further. I realize the value of good home inspectors such as yourself. In a reasonable world, appraisers would not be checking if the disposal is working. Provide me with the home inspection report to review and then we may be able to do a better job of providing an opinion of value. In other news, I referenced a potentially clogged gutter yesterday as gutters should be functional to carry rain water away from the foundation.

For reference of how far a FHA Appraisal "Inspection" is from being a Home Inspection, check out the NC Standards of Practice. Requirements are on pages 3-8.
 
Would you call this 3"-4" settlement in the concrete driveway out as needing to be addressed?

normal settlement for an older home and it is the driveway so no,

No peeling or chipping....
Due to faded stain would you indicated 4000.1 not met until entire dwelling stained/painted?
 
personally, no, if it is as you state - no peeling, no chipping
 
That looks to be cedar shake which, if so, is designed to be weather/insect tolerant even without paint. Kind of like treated wood...

Best way to destroy a cedar shingle house is to "paint it", Cedar is naturally decay resistant (even semi-transparent stain will then have to be redone every few years and eventually peel)
