How strict are you when performing FHA appraisal inspections

Hey:

A little late to the party.... But have one I'd like to feel out:

Bathroom fan improperly vented. The vent duct terminates to an existing roof vent. This is not to code and could potentially allow moisture, etc.

I have called for correction on this item before, but it was as part of a long list of issues. For this particular property, it is the only item I noted. They used flexible foil duct (usually for Dryers not vents). I'm not sure about specific code on materials.

Call for correction, show picture but not call for correction? Overstepping?

Am doing a FHA refi and found this outlet and switch mounted to the exterior garage door jamb.............Also noted peeling paint and excessive dry-rot in several locations. The owners purchased FHA two years ago, but none of this was called out.48962fc0-5df9-4128-9bd4-a49ecb237986.jpg
 
What is illegal/illicit about the outlet in a door jamb? Not being sarcastic, I would not require "repair" myself. On the other hand I don't think 95% of peeling potential lead paint is a "gray area", particularly on the exterior when an FHA reviewer can just drive by and see it. Paint is either peeling and chipping or repainted and "tight".

FHA has been doing in person trainings, I went to one a few months back in Denver. There fairly clear about their actual regulations, particularly lead paint, engineering letters for ALL manufactured homes and a few other items.

I had a question regarding a FHA situation and I sent an email to my friend in Oregon asking for her advice....
She shared her advice and then mentioned that she calls HUD when she has FHA questions....
So I called the Philadelphia location and the rep who assisted me made me realize that I maybe way too lenient when it comes to deficiencies that I should be calling out....

I think outdoor outlets should be GFI. Sometimes they are protected by a GFI in series...
