HUD’s ability to initiate an investigation on their own is likely within their legal authority for laws under their jurisdiction.

I can tell you that CA’s licensing agency has such ability. It wasn’t used often when I was there but I can think of several times it was.

It was not a investigation and they had no legal right to due any of it except for FHA loans and then were just doing intake, or risk assessments so no real legal investigations (very few), so that is illegal to make appraisers think that they are under a HUD investigation when they are not, then throw in the homeowner thinking that HUD is doing a legal investigation and they are not, then throw in zip code targeting and I 20 other things that they did nationwide illegal and broke appraisers civil rights. HUD had no authority to do what they did to the appraisal industry.

who when stopped for a Citation, he claims he's a traveler, and the constitution doesn't prohibit free travel.

You Tube had hundreds of these guy's claiming everything, was unconstitutional or illegal, but the cop's handcuff them and the judges throw them into jail.
