I meant a written/published source announcement...because all refinances would be a major policy change...either your personal source is mis informed, or he has insider knowledge nobody else, it seems, is aware of.

I can tell you for a fact that Freddie is not waiving appraisals on refinance loans over 80% because if they were, they would have come to all of the MI's already and asked us to insure those loans, which they have not.
