Quality does not = Price - A Lazy or incompetent appraiser will produce a bad product no matter what he/she is paid. Some of the worst appraisals I reviewed were full fee..

Not always, but I can assure you that people don't typically work extra hard for low pay.

One is for certain, the other has some exceptions to the rule. I know if I want a good job done, I'll pay a good fee. I won't be hoping for the 1 in a million shot.

Of course an appraiser can do a poor job no matter the fee, but if it is discovered in review, why are the lenders/clients continuing to use that appraiser? I have no idea what time frame you are referring to or how you know what the fee was as a reviewer, but pre HVCC most of the reasons for bad appraisals had nothing to do with fees but rather mortgage brokers allowed to pick number hitters or skippies.

:) That is certainly counter to your previously stated position. Are you now agreeing that paying more does not necessarily correlate to higher quality?

I don't think the two are in opposition. I said that 1) lower fees meant a number of highly experienced/competent appraisers will not accept the work , denying their services to borrowers who often pay a retail $ amount at loan application that would cover it
2) low fees means appraisers often rush through reports because they have to make it up in volume, and my personal experience as an appraiser is that rushing short changes results.

I never said a higher fee always guraantees better quality , but if an appraiser is doing poor quality work ( no matter the fee) and it is uncovered in review, why is a lender continuing to use them? Clearly if a client pays better fees they will attract more appraisers and can thus cut out the bad ones or mediocre ones . Any appraiser can have an off report or make an error but a pattern of bad work should be picked up by a lender or AMC.

I don't know. You would need to ask a lender who has such a policy. My personal policy is to remove appraisers who do poor quality work from the roster.
 
That certainly does not mean that the process is acceptable for all uses or all properties.
But do the people who order these understand that? No. Simple answer. They will shoehorn these into any and every situation, appropriate or not.

But you do desktops. How different is that from a Hybrid when it comes to denigrating appraisers fees? Talking out of both sides of your mouth does little to add to the credibility of your posts. WTF?
