Incompetent appraiser

I am in process of eminent domain and I got this memorandum appraisal which I thought was done by a county employee. Her title is Real Estate Agent and she has been doing "appraisals" for past 27 years. It was a terrible appraisal. Even though she is not licensed by the state like us, are county "appraisers" set to a lower standard? If so, many were screwed during eminent domains.
 
I recently purchased another property and the guy from the county came out, gave me his card and it said Senior Appraiser II..... I asked if he was licensed and he said "YES"..... Hmmm maybe he thought I was taking about a Drivers License.... CBREA never heard of him???? Anyway he was a really nice guy, fair in his assessment, evaluation or appraisal...... And he did look at comps.
 
Appraiser II is a mid-level appraiser with the assessor's office. They don't hold licenses from BREA. They have a license/certification from the Board of Equalization. Many are former fee appraisers and most are pretty good.

The Board of Equalization (BOE) is responsible for the certification of state and county assessors' personnel performing appraisals for property tax purposes. Statutes require the BOE to certify appraisers before they perform these duties. The certification includes an initial evaluation of the candidate's education and experience, the successful completion of a qualifying examination, and the requirement for continuing education.

There is no USPAP that applies to assessor appraisers.

Under Rule 2 of the Revenue and Taxation Code there is a rebuttable presumption of market value based on the purchase price in an arms-length transaction. The assessor does not HAVE to accept the purchase price. Perhaps that's why the appraiser was there.

Pennsylvania offers a CPE, certified Pa evaluator, intended for ad velorem. They are required to take 15 hour USPAP and additional biannual CE.

Maybe yes and maybe no. I have had seveal offers from my county for employment. Am I qualified? I don't know how they even got my mailing address.

That is except Philadelphia, where I believe the need to know how to spell assessor to qualify for the position.

Back to the OP. I thought you can't call yourself an appraiser without being an appraiser...maybe it's a technicality???
 
Most state Dept of Transportations has their own certifications. Ditto assessor appraisers. Separate from the system we are vetted in. If for condemnation, then I presume it does NOT involve the assessor, rather involves a local governmental valuer certified under a policy similar to the DOT or assessor.

REVENUE AND TAXATION CODE
SECTION 670-673

670. (a) No person shall perform the duties or exercise the
authority of an appraiser for property tax purposes as an employee of
the state, any county or city and county, unless he or she is the
holder of a valid appraiser's or advanced appraiser's certificate
issued by the State Board of Equalization.

Assessor appraisers can call themselves appraisers. They just can't appraise for FRTs or where a State License is required.
