But doesn't this become the entire problem, "paying an appraiser-trainee as a contractor."

A trainee, can not produce "work" as a contractor because they are not licensed.

They can produce homework and lessons to be graded by a mentor and be paid a stipends.

Not an employee, a student with a stipends.

Well, let me tell you that you are not aware of the real world. How long have you been around? Just curious. It may make a difference along with many other factors. I may need another survey relating IC vs employee depending on when you were a trainee or other factors. Maybe somebody else will do it for me. I don't want to be the survey leader.

I started in 2010 and I've only done commercial work (employee trainee, employee now).
 
I think your poll is flawed. I am a sole proprietor and I do not issue myself a w-2 or a 1099. I do not consider myself an employee or an independent contractor.
