This is pure ingenuity. A garden hose fed into the house and connected to the kitchen sink. I love the plastic bags :rof:

Reminds me of an old GA Appalachian joke.
Tax assessor evaluating the family homestead, and ask Paw "youen gots running water?"
Sure'en do, eyez gots to run git it every mornin' and every evenin'.
 
I typically recommend a black garden hose to receive solar hot water.
 
Water conservation?

That looks like they are piping the "gray" water from the kitchen sink outside. Maybe they're watering the "herb garden". Not totally disgusting as Dobie says, but most likely NOT up to code, especially in urban areas.
