Is a "container house" permanently affixed?

A shipping container is built to be moved, but converting one into a house is possible, popular, costly, often requires a loan -- but lenders want to make sure their investment doesn't get shipped.

What criteria is Fannie Mae and the Appraisal Foundation asserting to ensure these structures are indeed permanent?

It is your job to determine if the building is permanently attached. If simply sit on a slab or perimeter blocks, I'd say no. I'd want to see some evidence of bolting or someone to state that it is permanent in writing.

Don't think there has been much guidance, but logic would say similar to manufactured homes. Tie downs, utilities and axles removed....in this situation Hurricane ties and being hooked to permanent utilities (water/sewer/electric) would probably be a good indicator.
