It sounds like it would be more difficult in non-mandatory states.

I am licensed in a state that is not mandatory. Basically the Division of Licensing has jurisdiction only over appraisers that are licensed. The Board is even aware of at least one case where an appraiser's license was pulled and he is still appraising, but in situations that do not require a license. There is nothing they can do about it. If fraud is involved, it gets handled elsewhere.
 
Perfectly legal, they only enforce the rules for the appraiser's of that State. I was told by Wells Fargo that much of their commercial and residential work does not even require that the person be licensed. We should be seeing a new trend for review work for all the major players.
 
The question I have is simple. If it is OK to conduct a review without being licensed in the particular state; Then I presume it is OK to prepare and report an appraisal on a subject property in a state where you dont hold a license.

The question: What is the difference between the two appraisal services since they both fall under appraisal practice?
