Then it's an ADU....legally. And why in the WVa forum?
I would guess they are intended to comply with FNMA rule against funding for properties with more than 1 ADU. The old distinction without a difference, with a wink and a nod from Fannie.
 
Caveat: wrong AF. I musta been thinking about the lyrics "Take me home, country roads, WV...." after the potholes ae all filled in hardscrabble Weirton...
 
I've appraised that same model (they were all in San Bernardino) many times and i did the same as you. Its basically two rooms with a bath, sometimes with a kitchenette. It is attached to and can be accessed from the home. It can be used as a den and bedroom, an in law suite etc. It is not an ADU
 
What is the difference between an ADU, a Mother-lin-law unit, and a "Snack Kitchen" next to a family room and bedroom ?

The equipment in a kitchenette can vary.
I would certainly want to view the definition in the city ordinance and compare to the actual facilities in the ADU. What is a "kitchenette"? I have always thought of them like the small oven/stoves you find in small RV campers. And that and a sink are a "kitchen". Ref is personal property unless built in.
 
No in these developments the kitchenette only had a sink. Some times a Mimi fridge or a space for a fridge
 
Really you could call it a wet bar
