What’s the intended use and can it be considered part of the homes GLA due to floor plan and access
The trouble with 'intended use' is its not found in the definition of HBU.

"The reasonably probable and legal use of vacant land or an improved property that is physically possible, appropriately supported, financially feasible, and that results in the highest value. The four criteria the highest and best use must meet are legal permissibility, physical possibility, financial feasibility, and maximum productivity. Alternatively, the probable use of land or improved property – specific with respect to the user and timing of the use – that is adequately supported and results in the highest present value.[2]".

Where does an appraiser fit 'intended use' and 'property rights' into the definition of MV and HBU?
 
I've appraised that same model (they were all in San Bernardino) many times and i did the same as you. Its basically two rooms with a bath, sometimes with a kitchenette. It is attached to and can be accessed from the home. It can be used as a den and bedroom, an in law suite etc. It is not an ADU
I went way above-&-beyond what was necessary to describe the Next-Gen unit, including interior walls in the sketch (but with one GLA; and including 5 similar Next-Gen models in the SCA although the search had to be extended to one year. Always surprises me that the builder doesn't market more of these Next-Gen models because of the multi-generational functionality--'specially now that adult children, as well as elder adults, will need to latch on to the core family--as the review master flags words such as "elder."
 
They have been making them for some time now, each time tweaking the layout and location. To save yourself some trouble just call it a flex room with a den (or office) and a bedroom and bath. The kitchenette is a wet bar or coffee bar.

Wow. I seem to conceptualize all things in the most challenging way possible, and appreciate ur insight.
 
There is no stove / range so I don't think I would call it an ADU. But if somebody else said it is an ADU then I wouldn't disagree with it. What's important is apples to apples comparison.
