Extreme - speculators are buying or trying to sell lithium mineral rights miles from any facility to process same. Interestingly in Texas the lithium miners are paying up to 8% royalty to mineral owners in the Smackover play (the Smackover is the very briny formation that produces bromine and lithium) but in Arkansas they are arguing for 1.8% royalty. The O & G Commission has the say so and is trying to make a decision in November.
