It might be an Elastomeric Coating. I have used it on exterior stucco surfaces that had many cracks. It goes on in two stages: 1 is a sealer and remains somewhat sticky. The next goes on with a roller or brush. The finished surface is kinda flexible so that ground movement is not as likely to damage the stucco. It is also impervious to water and seals the exterior.
