If you know permits weren't obtained, I'd certainly mention that in the report - and possibly call for a plumbing inspection as well. That said, neither the GSE's, nor FHA, require us to verify permits. We're not the permit police.

Client just advised me that value cannot be ascribed to two accessory dwelling units that aren't permitted, on a magnificent estate. Obviously I can't provide tangible data to demonstrate how the market responds to ADU'S with/without permits. The difference is about $825,000. Damn.

Exactly! And if there's no water pressure in the kitchen when you flush the toilet and 75% of the house has no heat in rural SW VA there is a market reaction. And when the buyers hand that nice Realtor's glamour shot business card to their lawyer I am not going to be in the mix. Your honor, I called for an inspection, what the other parties involved did with that is beyond my control.

Yep, call for inspection. If you can support and quantify the market reaction to low water pressure, then you make adjustments.

You are the appraiser. Your job description does not include determining whether or not improvements were permitted and/or built to code. Your job is to determine the market reaction to the improvements... either as you find them or subject to repairs or completion. Your expertise is value. Stick to it as much as possible.

I agree 100%. So how would you respond to this client condition that wasn't expressed in the Engagement. Just say no thanks and explain your perspective?

Might just say 'No' and point out that the change in SoW might require a new assignment and there would be an additional fee. If it were a good Client, one that I wanted to keep for a long time, I might try to help them out.

First, I would check my own comments before I labeled someone else's condescension. Secondly, from my "little world" I look up to your lofty place and am curious how you ascribe or assign the condition, C3, C4, C5, C6 to a property without doing exactly what I did.

There's been plenty of credible information presented in this thread that can answer your question. Re-read it a few times and maybe some of it will soak in.
