Don't forget that the government also has additional standards like Mil Spec and others

The end users didn't understand the Mil specs much better either.

We had drawings to manufacture optics to certain scratch and dig specs-80-50; 60-40; 40-20 etc. the end users thought they all meant no scratches or digs were allowed, regardless of the spec. They would return them, I'd reinspect, ship them back and now they were acceptable.

Raising ones fees should have started 20 years ago and the reason they weren't is those appraisers lost most clients because there was no shortage of good ones that were accepting the orders at those fees.

Nothings really changed and the same appraisers will accept the orders at similar fees unless they have other financial resources.
