Just curious, at least in Michigan, how would an appraiser board have jurisdiction over the way an appraiser entered a house? Shouldn't that be an issue for a local district attorney for illegal entry? If you don't think he actually entered, do you have proof? Don't go an ruin a guys life based on guesses.
Also, what does the listing agreement say? If you have a member of the local MLS, did you give him permission to enter your house in your listing agreement? I belive my local board requires you to say by appt. only if you need to schedule anything.
What damage has it caused you? Has it even benefited you by helping you sell your house?
