PA REVISES Essential Services list

Governor Wolf has said in the last 48 hours that we will veto the bill. It's DOA because it passed neither chamber with at least two-thirds of the vote.

The thing I don't understand is,

Even if you are "doing" a desktop appraisal,

you are engaged in a business that is not "life saving", so,

could you be in trouble for that? Even if you did not leave the house? Because the shutdown was on non-life saving businesses, not on just leaving the house or not?

I don't believe desktop would fall under "physical operations"
 
Good luck recording deeds of any sort in some of our counties. Same thing with writs, liens, etc. The courthouses are closed and those types of functions have ceased operation.

I reviewed two appraisals today that had effective dates in the last 30 days. Two interesting observations:

(1) Neither was intended to be used for a tax appeal. Yet these are sitting on my desk being used by the property owner for precisely that purpose; and,

(2) Neither appraisal even acknowledged the teeny tiny, minute, remote possibilty of complete economic collapse that is sitting around the corner. I anticipated maybe a little bit of CYA language or maybe some statements that hedged the author's risk.

In other news, our staff is still busy fielding requests from appraisers seeking information about properties. I've spoken with some, but my staff takes care of it for the most part. I'm not passing judgment on these folks, but there are some appraisers in eastern Pennsylvania operating in direct conflict with the governor's directive. I typically don't disclose that I'm an appraiser in my current role, but it sure creates an ethical and moral dilemma about what to do with what I know.

Anyways, that's the daily report from a gov't appraiser that is gracious and thankful for the opportunity to remain employed during these troubling times.

Apparently like me, you missed the ethics class, that teaches,
it's okay to lie
as long as you're getting paid for it.

Dang,
I got to take that class.

Anyway,

Is your tax claim bureau accepting payments for taxes? Are back taxes still accumulating interest?

Will that interest be forgiven if the accumulation is due to a mortgage servicer not paying, or anyone else not paying?

When I was a hearing officer in Allegheny County we were told to accept those.

Collection timelines and policies have not changed at all here. The officials may decide to waive the penalty period for local and county taxes, but that's up in the air. My county is offering nearly 100 percent of its services (with reduced staff, so it takes longer). My office, for example, has a staff of 17 and we have one or two field staff and one clerk in on a given day. Layoffs just started today.
 
Are review appraisers considered essential?
