PA REVISES Essential Services list

What is interesting about the PR release is that it ONLY pertains to real estate sale transactions; says NOTHING about refi or other activity involving appraisers and inspections. Believe this is a 100% response by the state in response to NAR/GPAR pressure and a lawsuit that was recently filed -- to benefit REALTORS -- in their attempt to obtain a waiver to practice [under limited conditions rather than not at all] by claiming that home purchases were necessary - i.e. fall under basic necessities [food, clothing shelter]. The governor/state, IMO, responded appropriately --> by permitting things in process [as of whatever date] to finish... but thereafter, as everyone should already be "staying at home" -- there should be no need for realtor/new purchase activity until the restrictions are lifted.

Enforcement was to begin Saturday, but that has now been delayed until Monday at 8 a.m


Check your local news for updates, call your local police and ask about the "enforcement" if you have questions.

Its a homeland security issue I think it falls under Financial Services, it is lending services.

Each governor gets to decide on state of emergency or not, and what is "essential" in their state.
Federalism is not allowed.

But in the mean time,
feel free to be a super spreader.

CDC issues new guidance saying essential workers who have been exposed to COVID-19 can RETURN to work if showing no symptoms in first step towards reopening the U.S.

And inquire as to what moving services the buyers of "market value" sales are using.

My summary, not a copy and paste

As you may have known, there is a move in the legislature to expand what the Governor has termed essential businesses, allowing more businesses to reopen in the state. Initially the Governor decided what was or was not "non-life-sustaining businesses ", which is the phase of shut down we are currently in.

The bill wants the Governor's definitions to be expanded in line with the United States Cybersecurity and Infrastructure Security Agency (CISA), Essential Critical Infrastructure Workforce, and would put in place social changes as recommended by the CDC so businesses could operate.

It may not pass the legislature, and there is still a possible veto by the Governor. The article seems to lean toward the bill going no where.

Oh, but it says that more than 16% of the state's workforce is currently unemployed, if you need a number to quote for something.
 
My employer (local gov) had us masked up for the last couple weeks. Wonder if they'll be taking my temperature before I can enter my building tomorrow AM.

Heard last night that this passed the legislature last night.

Now it has to withstand a Governor's veto, if he chooses to do that.

Amicus Brief Update

(4/13) On Monday, April 13, the PA Supreme Court denied a petition to invalidate Governor Wolf’s emergency orders. PAR had filed an amicus brief in that case, specifically asking the court to consider reclassifying real estate as a life-sustaining business. Though the specific reclassification issues in our brief (and in another filed by homebuilders’ associations) were not explicitly addressed, those issues are no longer in front of the court since the underlying case was denied.


Same fate that happened with the builders.
