If an appraiser does discuss the report with the borrower, or inadvertently with anyone other than the original intended user, do the new parties by implication become additional users to whom the appraiser owes duty?

And get whatever you can in writing to put in the work file. If she calls again, tell her that by law you can't speak with her, and she'll have to take it up with the lender. I am assuming the conversation was by telephone, so document it and put any contact from her in the work file as well. I'm suspecting that she will file with the board anyway, no matter what. It seems that someone might have told her that it was because of the photo. Naturally she might have convinced herself of that, which is all the more reason to document. Hopefully this will blow over very quickly.
