Removing the appraisers name prior to review.....

I personally prefer to know who the appraiser is and where they are located. While we don't do many reviews...we do get a few. It makes no difference if I know the appraiser on not...I am not reviewing him/her but rather the report.

The last one I did resulted in a the report being sent to the state licensing agency along with a copy of my review. Why? First of all the report had serious omissions and bordered on out and out fraud. Secondly, the appraiser was a recent student in my registered appraisers cource and he was told repeatedly ..."you don't do that stuff and get away with it". I was really more upset with the "supervisiory appraiser" for lack of supervision.

Hey, it's a nasty job but someone has to do it. If we don't start policing ourselves there will be no future for appraisers! It's time to call a spade a spade and a lousy appraisal a lousy appraisal. If you can't do it right get the hell out and go back to flipping burgers at Mickey D's. Don't black out the names..let the light shine on all the bogus form fillers out there.

The source you are seeking is SR 3-1 (iv) lines 1161 & 1162 of the 2002 USPAP which state, " identify the appraiser who completeed the work under review, unless the identity was withheld", and the comment to SR 3-2 (b) lines 1215 & 1216 which states "If the identity of the appraiser(s) in the work under review was withheld, state that fact in the review report".

I have followed this thread with some interest. I have written and teach a Review Seminar in which I stress that communication between the review appraiser and the original appraiser is almost essential. Of course, I am talking about a competent, professional Reviewer. I do a lot of review and I always ask the client for permission to meet with the original appraiser and ask to review the workfile. It is amazing how many times that solves problems and answers questions.

I believe that instead of redacting the name of the original appraiser, that it is necessary for the client to choose only competent, professional Reviewers - but that is like asking lenders to stop letting the loan officers select the appraiser isn't it?

One suggestion - if you receive an unwarranted, unfavorable review, send it in to the State Board with a complaint if that is warranted, but make sure it is. That is the best way to stop the nonsense.

I have done two reviews for the Commonwealth of PA for Review appraisals that were submitted with a complaint. In the one case, the Reviewer was absolutely right and the appraiser shot himself in the foot because his report would never have reached the state otherwise. His report had not been sent in. He was disciplined because of the submission of a faulty report which another State reviewer then checked. In the other case, that original appraiser was right and my review complimented her.
