Obviously not, source of my complaint, ASC only has him in Washington!

Seems pretty clear then. Both him and the AMC should be turned over to the state board for investigation. It's one thing when you have someone out of state performing a technical review but this guy provided a separate opinion of value and given the lack of licensure as well as the geographical competency issues, it seems like a slam dunk.

Licensure or certification of real estate appraisers required, exceptions.

339.501. 1. Beginning July 1, 1999, it shall be unlawful for any person in this state to act as a real estate appraiser, or to directly or indirectly, engage or assume to engage in the business of real estate appraisal or to advertise or hold himself or herself out as engaging in or conducting such business without first obtaining a license or certificate issued by the Missouri real estate appraisers commission as provided in sections 339.500 to 339.549.

they did not intend to defraud anyone.

they just intended to boost their sales numbers.

He/she prepared and appraisal in a state that they are not licensed in.
 
Fraud and a violation of USPAP are two different things ( though both can be present at the same time). Fraud means deception, and or intent to deceive.

State licensing violations are yet another matter. A desk review (or any review /appraisal) that is done incompetently is yet another matter. If OP plans to file a complaint, or complaints, they need to research what the grounds are/specific violation was done...was it a USPAP violation? A state licensing violation? A specific to review appraisal grounds for complaint? All of which might be present, if so the specific complaints would need to be broken down and sent to the appropriate agencies/boards.
 
There was thread very similar to this one a few years ago and if I'm not mistaken, in that case the license of the offender was revoked or the culprit has disciplined.
your report will be an issue as well ... make sure it is bullet proof.
Good advice. Sadly, when state boards get in the mood to erect a gallows, there is usually room for more than one.
