I don't trust any label that doesn't know Wisconsin is WI and Wyoming is Wy.
 
Notice that the tag mentions California state codes. If it doesn't have the internal HUD paper tag (usually under the sink in the kitchen) it is probably a 'modular' home. I hope you photographed the foundation. If steel chassis, manufactured (or on-frame modular). No chassis, modular.
 
As I've stated several times this is a HUD code manufactured home as evidenced by the HUD data labels attached to each transportable section. It's the HUD data plate that is missing. And in any case inspection of the crawl space and foundation will not confirm the building code followed during original construction which is the metric used in determining whether or not it is a manufactured home.

I called the dealership to inquire about the data label but then realized that the dealership may have burned down as it is located on HWY53 in Lower Lake. Most of the old town section of Lower Lake burned down over the weekend. The phones are not working.

But I do have all the information (serial #'s, model name, data label #'s) either from the data labels or from the 433(a) and the County's foundation certificate. I don't think the modifications were made by the manufacturer but rather by the dealer and likely some sort of specialty contractor.

They caught the guy who started the Clayton Fire (the one that burned down the historic town of Lower Lake over the weekend - 175 homes and businesses destroyed.) They think he's the same guy who started the Valley Fire last fall - 1,200 homes destroyed.)

We're hoping they put him in the historic Lower Lake jail which was not destroyed.

Note: My brother was listening to Fox this morning and they reported this fire as "The Clinton Fire."

I feel for you CAN. Heard on the radio fire covers 47 sq miles (doubled in size overnight) and is zero contained.
 
Since CAN found the HUD labels/tags/insignia--it is a manufactured home. There is no question about that. Data plates get removed very easily, since they are not protected, just regular copy paper, they get torn up, dirty, messy, etc and the home over doesn't like the look of it--so it gets removed and thrown away. I would suggest calling the actual factory where it was built and get the information directly from them. Since this is Feb, 2016 construction, maybe that manufacturer has changed their design for data plates. The manufacturer can have any design they want, just so it does have the required information in certain locations. Also since this has the fire resistant siding, the data plate has to be different than a standard manufactured home. The roof looks like higher pitch then normal so it was probably hinged at the edges, laid down flat while being transported, then raised after the unit was installed on site. With roof/hinge system the manufactured home can have any type of pitched roof they want. Have a home here with a 9/12 pitch. The pencil marks are probably from a new employee who was told to go put these tags in a specific location. So he or she measured the location, drew some very sloppy lines, then attached the tags. I get amused here in Arizona some times. The state of Arizona has a tag that a professional installer should physically attach above the HUD label. I can hear in my head the boss telling the new employee to go put the insignia on top of the HUD label, meaning it should be above the label. So that new employee puts it directly on "top" of the HUD label, covering over the statement engraved into the metal. Same carelessness with the pencil.
 
Dig deeper. I am not an expert in this area. The manufacturer should know. Or, HUD, shouldn't they? The dealer maybe?
Is the bill of Sale available? Sometimes all the detailed data is on that, as long as it matches your data plates, you may be safe going off that documentation ( I would scan the Bill of Sale into the report).
