USPAP provides for exceptions to the confidentiality provisions to a number of parties. One of them is a peer review committee and the state boards have been deemed to be just such a committee.
In addition, if your stat requires that you submit appraisals then the jurisdicitional exception would be in play as well.
Just send them in as they are; there is no reason for concern over confidentiality- and your state board is likewise held to confidentiality on anything you submit.
