What brings someone to the level of cease and desist, as opposed to the other more common penalties?

Oh I understand now. That is to say it's clearly verifiable right away?

Just seems like cease and desist is used so selectively, and rarely, I wonder why.

Some states have full disclosure of hearings and such, which is a very interesting read, and educational and informative. Wish CO would provide more than just a list of evil dooers, and not tell us what they've done.
