No president has ever ruled by edict like Biden. None. Basically, he has completely bypassed congress on issue after issue and luckily, the courts are seeing through it and overturning these unlegislated laws. Another one just announced.

There is no "climate crisis". The current protocols of the Paris agreement only intend to keep the temperature where it is today. So, what "crisis" exists? There is none. But you will double the cost to the consumer and hurt the economy by trying to outlaw oil.
