I have said this before:
The AF should encourage everyone to set the highest ethical standards of conduct, users and appraisers.
The VA and every other appraisal user should do all it can to avoid the appearance of any procedure the goal of which seems to direct the appraiser toward hitting a sale price, or anything other than an unbiased estimate of market value.
TI becomes an extra layer of hassle the practical effect of which is to discourage appraisers from straying too far from the sale price (because the hassle time is uncompensated).
Does it work this way for most VA appraisers? I don't know, but the fact that it tempts some to do so is enough to eliminate this TI.
TI is a matter if expedience that has outlived its usefulness. It was devised at a time when the VA was attempting to placate its lenders in competition with so many sub-prime alternatives. It is absolutely unnecessary in today's lending environment.
