Interesting pattern. And Biden wouldn't have been President if not for so many Dems and Repubs who didn't like Trump (Trump or No Trump).The #1 principle in choosing a running mate is (as someone has already alluded to above): don't outshine the #1 spot on the ticket. As someone pointed out above (using more diplomatic language than I am about to use), if you are a mentally declining goober, picking an obnoxious airhead seemed like an almost inevitably obvious choice.
Some historical examples from the past 50 years:
Nixon - Agnew
Carter - Mondale;
Reagan - GHWB;
GHWB - Quayle;
Clinton - Gore;
Obama - Biden
Trump - Pence
(I omitted GWB - Cheney because it is arguably the one exception where the VP was seen as the equal to the POTUS - and we all know how much humor and ridicule that generated).
In all of the above cases the second banana was somewhere between borderline lightweight (Agnew, Quayle, Biden), and competent but boring (Mondale, GHWB, Gore, Pence) - and thus did not threaten to outshine the POTUS.
Pence had no chance of being President especially lacking charisma.
But it doesn't help the party by putting a weak VP since VP is being groomed to be next President.
