This is a lack of intelligence on your part. Yes, people have criticized Trump for putting the article "the" in front of various races. Some linguist from some podunk university (Eastern Michigan University ranked #331) said:

"Using the word "the" in front of a group is a way of highlighting the group's otherness from the speaker and his or her audience, according to Eastern Michigan University linguist Eric Acton.
There's this distancing effect, like they're over there," Acton told Business Insider. "They're signaling they're not part of it — they're distancing themselves from it."

OK - that is appropriate criticism for a politician making public speeches.

But for someone taking an anlytical position, using "the" is appropriate to indicate the distinctness of the racial group in assertions where comparisons are being made.

In any case, there is absolutely nothing wrong with the phrase:

Lets see Wells Fargo Pays Hundreds of millions in fines every year I have followed them. They never go out of business and its now just a game of how the Feds can get money each year from fines. The Wells Accountants know its cheaper to pay fines and continue to just operate as as usual.

The appraisers read these big press releases and think Wells is finally done. Nope just like Chase and Bigger Bank USA-- they are partners with the Fed's auditors , A Cat & Mouse game that has been going on as long as I can remember. :)
 
I don't have black neighborhoods in my market. But there is a neighborhood which is 'below sea level,' diked, and in a AE-100 FEMA flood zone. Guess what, it has the lowest cost homes in the county. Are the residents entitled to higher values?
And this is why we have to deal with all the "appraisers are racist" stuff.
