FTR... I don't mention the TPR valve unless it is not installed or is incorrectly installed. Of particular concern is where the tube has been reduced in size from the fitting. That's asking for bad stuff to happen.

DJD. I do not know what you have seen. If it is a standalone system and enforcement is irregular there, then I imagine you have seen DIY goofiness. Maybe it won't burn their house and maybe it will fall off on you. Most people plan to connect to the grid (why do you suppose that is?) If you want to connect to the grid, there are layers of approvals needed. Think about it. Not everyone is a dummy. Go find professional installations, see if they are going anywhere. This has nothing to do with FHA stips but I answered you anyway.
i forgot FHA is the safety police. expect they do not require an inspection by a licensed professional (cheap). if the underwriter requires a comment , check the required inspection box, explain the scenario, and move on.
Heres my reply to that extra special client that asks such things "The water heater pressure relief valve appears adequate. The appraiser is not a plumber and this is from a brief observation only." If they want more than that they can call someone else.
