Then there's the effects of hormones on a person's personality. I have searched the assessor's records as well - There are other daycares. The typical one is associated with a church or tribe in the area. The Cherokee Nation sponsors 2 in this town (Indians are 35% of the population). A similar daycare in a town 10 miles away (basically 1 of the 4 towns in the county) hasn't sold in decades. (Below, the subject is owned by the people who own the entire north half of the block, and the proposed building is sited between their house and the daycare. ) This is entirely residential for blocks in each direction. It is a legal use. Other than religious facilities, I am not sure any other use is legal since they have no formal zoning, rather the planning commission approves any use.

The owner and employees have to submit background checks, fingerprints, etc. The facility must have certain items like exit plans, fire extinguishers, minimum safety, equipment, and food standards (again the Health sanitarians routinely check just like a cafe or deli) They also have to have an outdoor playground.

While a home-office might be approved - I can think of no reasonable use the building "as is" could be put to except a daycare...not even an adult care facility.

Same with those men who have figured out that they're better off living single and in minimalist environments.
