Which form? VA LGI Manufactured Home exterior only

I did tons of foreclosures for Fannie in mortgage fraud crisis. If it was vacant, they required interior access.. They would secure the property and say go now and this is broker and contact them for access. I will say the brokers they hired made way more money than me. Fannie admitted appraisers did way better job than bpos. (broker price opinions).

The County I live in don't even allow new manufactured home permits. At one point, they had several dealers. Not one now.

Tennessee as a whole is a different story. Many manufactured homes in TN. Many are lake homes, River homes, country homes, etc. etc.

We have a few left in Shelby County. Not many. I don't know what they do when it is destroyed. I drove by one recently that I appraised years ago where a huge tree fell right in middle of it. It is still there with huge tree still on it.

I have no clue what the vet did. I had interior access on it years and years ago. The tree pretty much demolished it right in the middle. Totally collapsed.

I don't know what County would do in that situation with home insurance company or owner or whoever.. The County would be in charge. I know that.

I can do H&B use as if vacant and as improved. The rest is out of my hands.

Keep in mind MV appraisal is only appraisal that requires H&B use analysis. It is not if and or but. MV appraisal requires H&B use analysis.

yeah. The VA has already done all they can to help vet. It is about to be sold. Vet will have to go somewhere else. Vet is more than welcome to let appraiser enter and do 1004C. Vet has likely got letter from lawyer before appraiser ever makes 1st contact with Vet.

These days it seems like lenders are in no hurry to secure the property. They always say it is occupied and then you have to do through the motions of trying to call them. Most of the time they are deceased. It's weird trying to call and email someone that is no longer with us.
 
I don't understand what you're saying here.
You have to make 3 attempts to contact vet. Hopefully you have a contact phone number or good email. You make those contacts on 3 separate days. You can make them in person contacts where you knock on door and explain why you are there. If you can make contact with veteran somehow, you can explain to veteran you work for the VA and you have been requested to perform an appraisal on their property. Don't act like you know anything about why. Explain VA wants them to make the decision whether they want you to do interior inspection or just take pictures from the street and perform the appraisal. If veteran is willing to share any information about interior condition and wants you to do only exterior then make notes and do exterior only. Go get in your vehicle and take front and sides from street and street scene. All of that has to be summarized in your appraisal report.

Sometimes may be in a really bad mood and start complaining about the lender or whoever. Just listen. Don't upset the Vet.

If you can't contact veteran after 3 attempts period. You proceed immediately with your last attempt at door knock. You make the decision on exterior only. You have done your due diligence.

The lender has no say so at that point in time. The veteran has no say so. Those are VA requirements. The lender is very aware of VA requirements. Your effective date of appraisal will be date of your last attempt to contact veteran or date veteran tells you to proceed with exterior only. Exterior only means from a distance you can observe the exterior of front and maybe sides. No measurements, etc.

You need street scene. Whatever you see that is readily observable from street needs to be noted on required repairs. If you go to the door and there is no door or no windows or rotten or whatever, don't go inside. You can note what you saw are required repairs. If it is sent to you occupied, go get in your vehicle take pictures and leave.

What I am trying to let you know is VA is in charge at that point in time. The veteran and lender are losing control quickly.

I already knew that. I try every attempt to let veteran have their wish. Thank you for sharing. :)

I guess you could say on my last attempt to contact the vet, I use my last option possible. VA won't fire me for that. I always thank veterans for their service regardless of LGI or whatever if I can. It makes no difference to me on the reason I speak with them if I can speak with them.
