There are legitimate reasons for another appraiser to take pix and sign off on a 1004d. Then again there are not legitimate reasons to have another appraiser sign off on a 1004D for the original appraiser. Two Examples:
Legitimate: 1. The Original Appraiser is ill; Out of the country or vacation etc
Not Legitimate : 2. The Original Appraiser is too busy doing other work for the Client
I once did a new construction final for an appraiser who they say was not available. I agreed and took pix. They ask me to send it asap as soon as I retuned to office. They were at the Closing Table waiting for me. I was happy to help out. Month went by and NO CHECK. I called and they blew me off. Essentially they said Awww to bad sucker.
Never again will I do any 1004D for another appraisers work.
OTH now most work goes through an AMC. You actually get a request in writing with Fee. So the Chance of Non-payment is not an issue.
