Certain essentials can be exempted from sales tax. Then poor people will be able to live in a manner that doesn't incur any sales tax if none of what they need to get by is subject to the tax.

Groceries are exempt. Tobacco and weed get taxed. Clothing to a certain price point is exempt but luxury goods get taxed.

Everything gets taxed George, at a price point where it isn't noticeable. With that kind of system you don't need programs to assist. Everybody has money.

Doubtful that we will even have balanced budget this decade, much less a surplus to worry about spending.

People are consistent. Once they get used to a certain lifestyle, they will do their best to maintain it, even to the detriment of the future.

What I noticed in particular during the gipper era, is that the wealth and income gap expanded exponentially. Most of us continue to suffer from the reality that less than 10% of the population has more than 90% of the the money, and true American oligarchs are becoming an actual "thing".
