This stip is easily handled.
Either delete the cover page from the report (they are not required as part of a FNMA appraisal) and don't include one. Or you can change to a cover page with no photo (which is what I would do).
This is truly a dumb stip. I have never heard of this kind of nonsense before.
One thing we did about 6 or 7 years ago was go to the 6 block photo page for the interior and the exterior. Since we were not buying ink anymore to print all of these colored pages to send off, it did not matter how many pages of photos we put in a report. In fact, I will often add a second 6 block page with additional photos to show the reader what I'm talking about.
But then, if things like this stip continue to happen, I'll most likely get a request from an UW that asks me to reduce the photos in a report to just 3 exterior and 3 interior.
